Temporary Construction Meter Form

Construction meters are generally intended to be used for temporary purposes such as for grading and new construction. Whenever reasonable, the customer is encouraged to take out the permanent meter in lieu of a construction meter. In no case will a temporary construction meter be allowed to serve a completed structure that should be connected to the water system through a permanent meter.

Agreement for Temporary Water Service Through A Construction Meter

No person, other than an employee of the District, shall have any right to operate any part of a District water distribution system including hydrants and hydrant valves. Any person who tampers or interferes with any part or component of said system, or causes or permits any act of tampering or interfering with the system, shall be liable for any injury or damage caused thereby or resulting there from. Construction/Temporary meters are billed monthly and payable by the 20th of the month. The monthly bill includes a basic fee in addition to water usage. A 10% delinquent fee will be assessed if not paid by the due date. (required)

The District will install the meter within five (5) working days. The District will try to place meter exactly where requested however, certain pipelines within the district are degraded to the point where pulling water through hydrant meters causes water quality concerns and possibly water main leaks. Customer request shall be reviewed by the district to determine if this situation exists and an alternate location will be determined to accommodate the customer. Customer will be notified if this condition exists and allowed to cancel request for temporary service if desired. (required)

Customer acknowledges that garden hoses are not allowed on 3-inch meters and water must be taken through a water truck equipped with an air gap. If customer is found using a garden hose, the meter will be pulled and customer may lose current and future temporary water service privileges. (required)

One inch temporary meters to which a garden hose can be attached are only allowed on Class A and Class B hydrants that are located immediately adjacent to and on the same side of the road as the customers parcel. (required)

Customer agrees that if it, its employees, agents, or any independent contractors or subcontractors should make an unauthorized connection to JBWD’s water system, customer will be charged for the water usage and the construction/temporary meter will be pulled immediately. Customer may also lose the privilege of utilizing these types of meters in the future. If the customer, its employees, agents or any independent contractors or subcontractors should use water other than through an authorized water meter, the temporary/construction meter will be pulled and customer will lose all future privileges of utilizing these types of meters. If this temporary meter is being installed until a permanent meter is in place, please note that those are two separate transactions and we do not automatically terminate this temporary service. You must contact the District when you want this temporary service terminated and we will continue to bill you until such termination occurs. (required)
